VOICES New York City Symposium on Tuesday, September 9th is presented in partnership with the Leadership in Counter Terrorism Alumni Association (LinCT-AA) and the International Network Supporting Victims of Terrorism and Mass Violence (INVICTM).
The September 9th program brings together international professionals working in law enforcement, counterterrorism, emergency management, corporate security, and victim-support agencies. Presenters will share their expertise and firsthand experience, identify challenges, and propose solutions through public-private partnerships to prepare for and respond to tragedies in the U.S. and abroad.

Everything, Everywhere, All at Once: the CT Environment in 2025
This session will examine the dynamic and complex threat environment facing Five Eyes nations today, with an eye toward novel ways that counterterrorism practitioners across domains are navigating it.
Artificial Intelligence and Journalism: Dawn of a New Era or Another Bell Tolling for Fact & Fairness?
This year's panel examines the impact of Claude, Chat GPT, combined with heavy downsizing of staff--particularly digital news staffs. How can it be a positive development? What are the risks to storytelling? Garbage in -- garbage out remains the formula for querying binary computing driven algorithms: so who in the newsroom makes sure the right questions are asked? When?
Preparing for Large-Scale Events: A Collaborative Approach to Safety, Security, and Support
This session brings together senior experts from law enforcement, intelligence, private industry, and victim support to explore comprehensive strategies for preparing and responding to large-scale events. Panelists will share insights and lessons learned from past events, focusing on the importance of integrated planning, intelligence-led risk management, public-private partnerships, and a victim-centered approach that ensures community safety, operational resilience, and human dignity before, during, and after major events.

Is AI a Force for Good or Bad? Exploring the Implications for Policing and Security
The session will examine the transformative impact of artificial intelligence on policing and security, exploring the opportunities it presents and the complex challenges and threats it introduces. Speakers will provide insights into the growing need for collaboration among law enforcement, intelligence agencies, and the private sector to harness AI responsibly while preventing its misuse by criminal or terrorist actors. The discussion will be grounded in a foundational framework that emphasizes human rights, ethics, lawfulness, transparency, and accountability.
From A to Evil: The Salad Bar of Ideology
Increasingly the lines are being blurred between criminality and terrorism. Mass violence, cyber- attacks, on-line radicalization, drone attacks, and AI all pose a threat to our communities regardless of the ideology or identity of the attacker. This panel will consider recent examples of violent extremism and the blending of criminal tactics, strategies and ideologies that may require a new approach to the allocation and availability of resources for crime prevention, counterterrorism, and threat intervention, mitigation and response.
Milestone Anniversaries: Reflecting on 7/7 and 9/11
This panel will explore the significance of milestone anniversaries of major tragedies, with a focus on the 20th anniversary of the 7/7 London bombings and next year’s 25th anniversary of the 9/11 attacks. Panelists will reflect on how these events shaped national and global responses to terrorism, the evolving needs of survivors and families, and the role of remembrance in healing and resilience.
Voices Center for Resilience (VOICES)Founded in the aftermath of 9/11, Voices Center for Resilience, (formerly Voices of September 11th) provides long-term support and access to mental health care and resources for thousands of victims' families, responders and survivors. VOICES collaborates with its partners to assist communities to prepare for, respond to and recover from tragedies, in the United States and abroad. With an emphasis on providing support, education and training, VOICES comprehensive, victim-centered approach underscores a commitment to promote resilience in the lives of those impacted and builds bridges between communities affected by tragedy.
Leadership in Counter Terrorism Alumni Association (LinCT-AA)Since its inception in 2008, the LinCT-AA has brought together senior police and intelligence leaders from the “Five Eyes” – Canada, the United Kingdom, New Zealand, Australia, and the United States – to promote personal and professional development, networking, exchange of good practices, and global thinking. LinCT-AA leaders continue to ensure that victims have been included in and considered as essential partners in the discussions and the work of the association.
The International Network Supporting Victims of Terrorism and Mass Violence (INVICTM)Created in 2016, INVICTM brings together trusted experts dedicated to improving support for victims of terrorism and mass violence. The strength of INVICTM lies in the ability to share lessons learned, leverage the knowledge and expertise of its members and their networks, to influence change and turn research into action within our own countries and globally. The group of over 30 international members includes NGOs, law enforcement agencies, civil society members and other experts that provide information based upon their background, country and professional perspective.
NYPD ShieldThe NYPD Shield program is a public-private partnership, established in 2005 by the New York City Police Department (NYPD) Its mission is to strengthen collaboration between the NYPD and private security professionals, as well as serve as a communication platform with private-sector entities on security and counterterrorism-related matters. Through this program, the NYPD shares information and resources with leading security professionals and law enforcement agencies worldwide, creating a force multiplier in the fight against terrorism. By engaging both private and public sector leaders, the NYPD aims to prevent potential terrorist attacks and enhance overall security within New York City and beyond.
